American lawmakers are meeting during the weekend for the initial time since the federal closure began over a month ago, but hopes for a cross-party deal on how to end the impasse appeared to diminish as Republican senators proposed a proposal toxic to Democrats: eliminating the Affordable Care Act, called Obamacare.
Deepening Consequences of Government Shutdown
The impact on US citizens from the longest closure of the federal government in history deepened on Saturday, as government employees went without pay, carriers were forced to cancel flights and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.
President's Plan from Golf Course
As Saturday's meeting got under way, Republican senators embraced a proposal made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be replaced by HSA-style accounts.
"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
Republican Endorsement
Several Republican senators praised the plan, which is similar to a alternative for Obamacare put forward in 2017.
"We will replace this broken system with something that is actually better for the patient," one senator stated.
Another senator praised Trump's proposal on online platforms, and stood next to a giant blow-up of Trump's post as he addressed on the Senate floor.
"I am drafting the bill right now," a third senator wrote in response to Trump's suggestion. "We must stop taxpayer money from going to carriers and instead give it directly to Americans in health savings accounts and let them buy the health care they want."
Opposition Response
Opposition lawmakers expressed concerned reactions to Trump's plan.
"In other words, Donald Trump's 'concept of a plan' for health care is another cynical attempt to repeal Obamacare," one Democratic senator stated. "It's the same failed Republican plan that's been rejected by voters and Congress."
Another senator responded to the criticism of carriers by posting: "Oh, Trump and the Republicans dislike how the big, bad insurance companies are ripping-off Americans. Really? In that case I welcome your support for Medicare for All."
Continuing Negotiations
The Senate went into recess without finding a resolution, but Senate Republican leaders have indicated an willingness to an emerging plan from a handful of centrist lawmakers to end the shutdown in return for a later vote on the Obamacare payments.
One Democratic senator, who is spearheading the talks among centrists, said that Democrats "need another way ahead" after Republicans rejected an offer to restart the government and extend the subsidies for a year.
Another senior Democratic lawmaker persisted in arguing that Republicans should agree to a one-year extension of the payments before discussing the long-term of the tax credits.
"Doing nothing is irresponsible because citizens will go bankrupt, people will lose insurance, people will get sicker," the senator said in a Senate address. "That's what will happen if this Congress does nothing."
Political Dynamics
Not one of the Republican senators seemed to address the fact that consumers would still need to buy coverage from the same carriers, or that Republican legislators need the backing of eight Democrats to restart the government, and the concept of repealing and substituting Obamacare with savings accounts is improbable to earn a single Democratic vote.
Some analysts indicated that the core of such a plan would eliminate the ACA's mandate that carriers cover patients with existing health issues.
After his resort visit, Trump returned to his residence and doubled down on his insistence that Republicans stop seeking agreement and try instead to eliminate and replace Obamacare with a version of the proposal that was unsuccessful to garner enough backing in 2017.
